A 19,500 square-foot library replaced an older library, in operation since 1964.  The new Lochwood library is a "green building," with energy efficient lighting and organic landscape materials. Like all new City of Dallas facilities over 10,000 square feet, Lochwood is a Silver Rated Leadership in Energy and Environmental Design building, which means it consumes less energy and water, uses recyclable materials and promotes the use of renewable energy.

Other features include a black box theater and public meeting space, classrooms, a 70,000-volume collection of books and media, 25 computers, 10 laptops and wireless internet access, self-checkout stations and easy access to DART.
